source pollution in one (1) watershed for each of the five (5) conservation
districts by year 2005.

program that benefits water quality and profitability on 100 ranches by
year 2005.

soil quality knowledge and skills to reduce erosion, improve water quality,
and profitability on 100 farms by year 2005.
